Policy Analyst / Sr Policy Analyst

CapView Strategies, a small, Washington D.C. based “policy shop” is seeking a proactive, detail-oriented Policy Analyst / Sr. Policy Analyst who will thrive in a fast-paced health policy environment, is self-motivated, can work independently, and is enthusiastic about helping to build and grow the organization. The successful candidate will work collaboratively with the team on a variety of Medicare and Medicaid research, policy analysis, and policy support activities. All members of the team work remotely, with the exception of periodic, pre-scheduled team and client meetings which may be in person.

As a critical member of the CapView Strategies team, the Policy Analyst / Sr. Policy Analyst will be immersed in policy analysis and research projects, be part of project teams with more senior members, and will have opportunities to advance within the CapView organization.

Responsibilities for the Policy Analyst / Sr. Policy Analyst will include, but are not limited to:

  • Project support and analysis. Providing basic project support, including conducting ad hoc or project-based policy research on Medicare, Medicaid and Marketplace issues, including reviewing and analyzing policies on drug pricing, federal laws and regulations, and state Medicaid waivers and state plan amendments;
  • Summarizing policy meetings. Attending or participating in virtual policy meetings and summarizing the discussions and presentations, including outlining key takeaways and conclusions. Examples of groups or organizational meetings that may be covered include HHS/CMS, MedPAC, MACPAC, Congressional hearings, or state boards and task forces;
  • Preparing and reviewing client materials. Supporting development and refinement of client materials including drafting summaries of policies or outlines for written materials, developing PowerPoint presentations, and editing and reviewing near-final written materials and PowerPoint presentations to ensure they are free of grammatical and style errors;
  • Contact for select clients. Serving as the main point of contact for a select set of clients including managing correspondence (including distributing CapView developed materials), drafting agendas for regularly scheduled client meetings, and presenting on specific issue areas;
  • Monitoring federal and state policy activities. Tracking policy developments related to select issues (e.g. federal and state proposals to address drug pricing, federal and state policies to expand coverage to the uninsured) through reviewing key sources (e.g. news, journals, think tanks, state and federal government materials);
  • Administrative support. Coordinating and scheduling client meetings, preparing materials, and confirming meeting information. Providing administrative support as requested (e.g., organizing client materials, updating website, interfacing with computer support contractor, maintaining CapView files);
  • Confidentiality. Maintaining a high level of discretion and understanding the importance of ensuring confidentiality on the team’s schedules and client projects at all times; and
  • Other assigned duties as needed.

Preferred Qualifications:

  • Education. Bachelor’s degree, 2+ years experience in health policy or health services research. Preference for advanced degree, working towards law degree or experience working on Capitol Hill;
  • Research skills. Ability to conduct basic research, summarize findings and take accurate and thorough notes;
  • Professionalism. Strong organizational and time management skills, and a high degree of professionalism. Self-directed, motivated and able to manage time and deliverables with little oversight. Ability to thrive as a member of a small team with a non-traditional organizational structure; experience planning, organizing, and scheduling meetings for multiple team members and clients. Excellent interpersonal skills and the ability to interact in a professional manner on the phone, via email, on zoom meetings, and in person;
  • Secure remote workspace. Able to work primarily remotely, including access to a workspace that ensures confidentiality of work and access to items necessary to complete job (e.g. internet, telephone, etc.); and,
  • High proficiency in Microsoft Word, Excel, PowerPoint, and Outlook.

Sr. Director / Vice President

The successful candidate will work collaboratively with the team and direct projects on a variety of policy issues, focused primarily, but not exclusively, on Medicare and Medicaid. We seek strategic thinkers, problem solvers, and enthusiastic, intellectually curious candidates to join our small and talented team. All members of the team work remotely, with the exception of pre-scheduled team and client meetings which may be in person occasionally.

Primary Responsibilities

The Sr. Director/Vice President will be a leader among the team, assuming significant levels of responsibility for handling projects, managing work across team members, and client relationships. Responsibilities will include, but are not limited to:

  • Serving as client relationship manager for a small portfolio of clients;
  • Assisting more senior team members with business development activities;
  • Conceptualizing the scope of client projects and acting as project manager for multiple projects;
  • Leading conception and creation of client deliverables, including PowerPoint presentations and memoranda;
  • Analyzing health policy legislation, regulation, and other developments to identify advocacy and business implications for clients;
  • Serving as a subject-matter expert on a variety of complex health policy issues such as public health issues; and
  • Mentoring, supervising, and training junior team members.

Preferred Qualifications

The successful candidate will have:

  • An advanced degree in public health, public policy, public administration, business, economics, law, or other relevant disciplines plus 8-10 years health policy experience (e.g., consulting, government agency or Congress, health industry organization) OR a bachelor’s degree in a relevant discipline plus at least 15 years health policy experience;
  • Strong experience in Medicare, Medicaid and private payer issues and a demonstrated track record of experience managing projects, teams, and client relationships;
  • Ability to translate health policy and marketplace trends into implications for clients and other health industry stakeholders;
  • Strong organizational and time management skills, and a high degree of professionalism;
  • Superior written and oral communication skills;
  • Strong presentation and public speaking skills;
  • Experience at HHS/CMS, state government, or on Capitol Hill a plus;
  • Advanced Microsoft Office skills (i.e., Word, Excel, PowerPoint, and Outlook).

Sr. Advisor / Consultant

Health Policy Intern

CapView Strategies, a small, Washington D.C. based “policy shop” is seeking a proactive, detail-oriented Health Policy Intern who can work collaboratively with the team on policy monitoring projects.

We work in a virtual environment and are seeking individuals that are self-starters and will thrive in a “work-at-home” setting.

The Intern may also be involved in a variety of research, policy analysis, and policy support activities on Medicare and Medicaid issues.

Primary Responsibilities. The Health Policy Intern will be responsible for supporting longer-term client projects or becoming a subject matter expert and developing regular, cross-client materials with strategic policy analysis on a selected subject.

Responsibilities will include, but are not limited to:

  • Project Support. Providing basic project support, including conducting ad hoc or project-based policy research associated with identified project/subject. Conducting policy research and tracking developments related to the subject matter the intern is responsible for (e.g., Federal efforts to advance health equity, state health equity task forces, federal and state efforts to respond to the opioid epidemic) through reviewing key sources (e.g. state and federal government websites, news, journals, think tanks);
  • Summarizing policy meetings. Attending policy meetings (e.g., HHS/CMS, MedPAC, MACPAC, Congressional hearings, state boards and task forces) related to subject intern is expert on and summarizing takeaways for distribution to clients;
  • Preparing and reviewing client materials. Supporting development and refinement of client materials including drafting summaries or outlines for written materials, developing PowerPoint presentations, and editing and reviewing near-final written materials and PowerPoint presentations to ensure they are free of grammatical and formatting errors;
  • Confidentiality. Maintaining a high level of discretion and understanding the importance of ensuring confidentiality on the team’s schedules and client projects at all times; and,
  • Other assigned duties as needed.

Qualifications.

  • Education. Bachelor’s degree, and at least 1 year of graduate experience with focus in health policy or health services research;
  • Experience. Previous internship experience in a professional setting. Ability to conduct basic research, summarize findings and take accurate and thorough notes;
  • Professionalism. Strong organizational and time management skills, and a high degree of professionalism. Self-directed and motivated and able to manage time and deliverables with little oversight. Excellent interpersonal skills and the ability to interact in a professional manner on the phone, via email, and in person;
